The manual itself notes that where its licensing chapter conflicts with the LTO Citizen's Charter, the Citizen's Charter prevails, so double check fees and documents with your LTO office.

How to pass the LTO exam

Step 1: Complete the 15-hour Theoretical Driving Course

The TDC is taken at an LTO Driver's Education Center or an accredited driving school, and completion is a requirement for your student permit. Treat it as your first review session: the course covers the same topics the theoretical exam tests.

Step 2: Get your student-driver's permit

Bring the documents listed in the manual (birth certificate or passport, medical certificate, and parental consent if you are under 18). While holding the permit, you may only drive with a duly licensed driver acting as your instructor.

Step 3: Finish the Practical Driving Course

Before applying for a non-professional license, you must attend and pass the PDC for the vehicle type you want. Use this time to practice parking, hand signals and intersection rules, since those appear in both the written and the practical test.

Step 4: Read the LTO Filipino Driver's Manual

The theoretical exam is based on the manual, and Chapter VI of the manual is a reviewer with sample questions and answers for motorcycle and light vehicle applicants plus road sign identification. Read the chapters in this order:

Chapter III, Driving Fundamentals: traffic lights, speed limits, right of way, overtaking and parking.
Chapter II, Getting Ready to Drive: road traffic signs and pavement markings.
Chapter IV, Road Courtesy and Safety, and Chapter V, Rights, Duties and Responsibilities of Drivers.
Chapter VI, Reviewer.

Step 5: Drill practice questions and fix weak spots

Take the practice test below. For every question you miss, open the cited page and read the whole section, not just the answer. Retake the test a day later and aim to explain each answer without looking.

Step 6: Take the theoretical exam and practical driving test

The manual states that the theoretical exam follows the license classification and code you apply for (for example, motorcycle codes A and A1 or light vehicle codes B, B1 and B2). The practical driving test is conducted by LTO personnel or an accredited assessor on an LTO-authorized test route.
