Which level should you take? Passing the Professional level gives the Career Service Professional Eligibility, a second level eligibility for first level (clerical) and second level (technical) positions not involving practice of a profession or covered by special laws. Passing the Subprofessional level gives the Career Service Subprofessional Eligibility, which is appropriate only for first level positions.

A 6-week study plan for the civil service exam

Step 1: Take a diagnostic test

Answer the 30 practice questions below without a time limit. Write down which areas you missed most: numerical, verbal, analytical or clerical, or general information. Your study hours should follow your weak areas, not your favorite ones.

Step 2: Rebuild your math without a calculator

Calculators are prohibited in the exam, so practice by hand from day one. Review fractions, decimals, percentages, ratio and proportion, averages, and work problems. Do a short timed set every day and check each answer twice using a different method.

Step 3: Train verbal ability in English and Filipino

The verbal section is given in both languages. Read an editorial or a government press release daily, list unfamiliar words, and practice subject verb agreement and error recognition. Summarize each article in two sentences to strengthen reading comprehension.

Step 4: Practice analytical or clerical items

Professional examinees should practice analogies, number and letter series, syllogisms, and reading tables and charts. Subprofessional examinees should practice alphabetical filing rules and commonly misspelled words.

Step 5: Read the primary sources for general information

Instead of memorizing lists from random reviewers, read the actual texts: the 1987 Constitution (start with Articles II, V to IX, and XI), RA 6713 (Sections 4, 5, 7 and 8), and the basics of environmental laws such as RA 9003 on solid waste. Turn each section into flashcards.

Step 6: Simulate the exam

In the last two weeks, take full practice sets under time pressure, on paper, with no calculator or phone. Review every mistake the same day. The night before the exam, stop studying early and prepare your documents and requirements.
