PDF to Google Forms: Turn Any PDF into a Google Form in Seconds

PDF to Google Forms - Turn Any PDF into a Google Form in Seconds

Upload a PDF. Formswrite reads it, extracts every question, and creates the Google Form for you. Works on quiz PDFs, worksheet PDFs, exam PDFs, intake forms, and surveys. Scanned PDFs work too (OCR runs automatically). The output is a real Google Form in your Drive - not a screenshot or a static copy.

What Formswrite does

You give it a PDF. It gives you back a Google Form. Specifically:
  • Reads every question in the PDF - multiple choice, true/false, short answer, fill in the blank, essay, matching, checkboxes, dropdowns, file upload prompts.
  • Identifies the correct answers (when marked in the PDF) and sets them as the Google Form quiz answer key.
  • Preserves images, diagrams, and figures from the PDF - embedded directly into the Google Form question, not as separate files.
  • Keeps point values when the PDF specifies them (e.g., "Q4 - 5 points") and sets the matching score in Google Forms.
  • Creates the form in your Google Drive - opens immediately for editing, sharing, or publishing.
You did not retype anything. The Google Form lives in your Drive, owned by your Google account, ready to share with students or respondents.

What kinds of PDFs work

PDF typeHow it converts
Quiz PDFsThe most common input. Multiple choice with marked correct answers becomes a Google Forms quiz with auto-grading.
Worksheet PDFsMixed question types - short answer, fill-in-the-blank, multiple choice. Each becomes the matching Google Forms field type.
Exam PDFs (midterms, finals)Long-form exams with sections. Section headers become page breaks in Google Forms; point values transfer to the answer key.
Intake form PDFsName, email, date, dropdown selections - Formswrite picks the right Google Forms field type per question.
Survey PDFsLikert-scale questions, multi-select, checkbox grids. All Google-Forms-native field types.
Scanned PDFsOCR runs automatically. Textbook-quality scans work cleanly. Very low-resolution or photocopied scans may need a sharper version.
Image-heavy PDFsDiagrams and figures are extracted as images and embedded into the Google Form.
Math / equation PDFsLaTeX and PDF math primitives are recognized and converted; Google Forms displays them as readable equations.
Multi-language PDFsEnglish, Spanish, French, Portuguese, German, Italian, Arabic, Hebrew, Chinese, Japanese, and more. Output Google Form is in the same language.

How it works (4 steps, under a minute)

1. Upload the PDF

Drag and drop, or pick from Google Drive / OneDrive / Dropbox. Formswrite extracts text and structure immediately. For scanned PDFs, OCR runs in the background - no separate step.

2. Review the parsed questions

Every question Formswrite found is shown with the question type it picked (multiple choice, short answer, etc.) and the correct answer (if it could detect one). Edit anything inline - type, options, correct answer, point value - before the Google Form gets created.

3. Connect Google Drive

One-click Google sign-in if you have not done it before. Formswrite needs Drive access to create the form on your account. You can revoke at any time from Google Account settings.

4. Click "Create Google Form"

The form is created in your Drive in seconds and opens in a new tab. From there it is a normal Google Form - share via link, embed, set quiz settings, view responses in Google Sheets.

Specific PDF-to-Google-Form scenarios

Converting a PDF quiz worksheet into a graded Google Form

This is the most common scenario for teachers. The PDF is a multiple-choice worksheet with the correct answers circled or marked with an asterisk. Formswrite picks up the answer key and configures the Google Form as a quiz with auto-grading - students get their score immediately on submit.

Converting a PDF exam into a timed Google Form

Long PDFs (midterms, finals) become multi-page Google Forms with section headers becoming page breaks. Combine with Google Forms' timer add-on or the Lock to Tab Chromebook setting to administer it as a real timed exam.

Converting a scanned PDF worksheet (no digital source)

You only have a photocopy of last year's quiz? OCR runs automatically. Resolution matters - a clean 300dpi scan converts cleanly; a phone photo of a printout works most of the time but may need spot-checking.

Converting a PDF intake or registration form

For non-quiz forms - sign-ups, applications, surveys - Formswrite picks Google Forms field types (Short answer, Paragraph, Multiple choice, Checkboxes, Dropdown, Date, Time, Linear scale, etc.) based on what makes sense for each question. No manual field-type setting required.

Converting a PDF with diagrams or images

The diagrams are extracted from the PDF as images and embedded into the question they belong to. Anatomy diagrams, math figures, code snippets formatted as images - all preserved in the Google Form.

Why Formswrite vs. other PDF-to-Google-Form tools

There are a few options. The honest comparison:
ToolScanned PDF (OCR)Quiz mode + answer keyMulti-LMS exportFree tier
FormswriteYes (automatic)Yes30+ platforms beyond Google Forms (Canvas, Moodle, Quizizz, etc.)Yes
Automagical Forms (Workspace Marketplace)YesYesGoogle Forms onlyLimited

Manual rebuild in Google Formsn/a - you retype every questionn/an/aFree but ~60 sec per question
The decisive differences:
  • Formswrite exports to 30+ platforms (Canvas, Moodle, Brightspace, Quizizz, Kahoot, Blackboard, Schoology, etc.) - Google Forms is just one option. If your school switches LMSes next year, the same PDF still converts.
  • Formswrite's quiz mode is best in class - correct answers, points per question, feedback per choice, all detected from PDF markup and applied to the Google Form automatically.

Common gotchas and how to avoid them

Scanned PDF is too low-resolution

If the OCR output looks garbled in the preview, the source scan was too low-res. Get a 300dpi+ scan if possible. As a workaround, retype the worst questions manually in the review pane before clicking "Create Google Form."

PDF has questions but no marked correct answers

Formswrite still creates the Google Form correctly - it just leaves the answer key blank. Mark correct answers inline in the review pane, then create the form.

PDF includes pictures that don't transfer

Almost always works, but if a diagram is in a vector format the PDF reader doesn't support, the image may be skipped. Check the preview - Formswrite shows you exactly what got extracted. Re-export the PDF from the source app as "embed images" if your original tool offers it.

Form needs to be in a shared Drive, not personal Drive

After Formswrite creates the form, move it inside Google Drive to your shared/team drive. Permissions transfer automatically.

PDF has fillable form fields (already a "form")

Formswrite handles both: the visual questions on the page, AND any embedded PDF form fields. The output Google Form merges them sensibly.

What you can do with the Google Form once it's created

Once Formswrite hands off the Google Form to your Drive, you have the full Google Forms feature set available:
  • Share via link, email, or embed - direct URL, QR code, or <iframe> for your site/LMS.
  • Set quiz mode with auto-grading (Formswrite enables this by default if your PDF had a quiz structure).
  • View responses in Google Sheets - Forms can pipe responses to a connected Sheet automatically.
  • Apply themes, fonts, colors - standard Google Forms customization.
  • Add a timer with a third-party add-on for timed exams.
  • Restrict to your domain for school-wide use, or open to anyone.

Frequently asked questions

Is the PDF to Google Forms converter free?

Yes - single conversions are free. Bulk and API use is paid.

How long does it take?

Most PDFs convert in under 30 seconds. Long scanned PDFs (50+ pages) take a couple of minutes for OCR.

Will the resulting Google Form be in my Drive or Formswrite's?

Yours. Formswrite creates the form on your Google account and immediately hands ownership to you.

Does it work on password-protected PDFs?

No - you need to remove the password before uploading. Formswrite does not break PDF passwords by design.

What's the largest PDF I can convert?

The free tier accepts PDFs up to about 50 pages. Paid tiers handle 500+ pages.

Does it preserve images from the PDF?

Yes - diagrams, charts, photos are extracted and embedded into the corresponding Google Form question.

Can I convert a PDF that's just a scan (no digital text)?

Yes. OCR runs automatically. Quality depends on scan resolution.

Will the correct answers transfer?

Yes - when the PDF marks correct answers (asterisks, bolding, "(correct)" labels, or similar), Formswrite detects them and sets them as the quiz answer key in Google Forms.

Can I batch-convert many PDFs at once?

Yes - bulk mode lets you upload a folder. For programmatic batch use, see the Formswrite API and the bulk-convert guide.

Can I also convert in the other direction - Google Form back to PDF?

Yes - Formswrite supports the reverse direction. Connect Drive, pick the Google Form, export as PDF (with or without an answer key).

What if the PDF isn't a quiz - just a fillable form (intake, signup)?

Formswrite handles both. For non-quiz forms, it picks Google Forms field types (Short answer, Date, Dropdown, Linear scale, etc.) based on what each question is asking for.

Does the converter work on Google Docs too, or only PDF?

Both. Google Docs convert directly without needing to export to PDF first. The Google Docs to Google Forms guide covers that direction.
