Even with all the above in place, a respondent who submits while signed into their Google account will have the activity logged in their own My Activity. Let respondents know they can sign out of Google before submitting if they need a higher level of anonymity.

Can teachers or employers see who filled out a Google Form?

Teachers and employers who create a Google Form can see respondent identities only if they turned on email collection or required sign-in. If neither is true, and if the form link was shared to a whole class or team rather than to individuals, the creator has no way to match a specific submission to a specific person from the form data alone.
