How to Convert a PDF to Google Form

Converting a PDF to a Google Form can save you hours of manual copying and pasting, especially if you're dealing with quizzes, surveys, or data collection. While Google doesn’t currently offer a direct way to turn a PDF into a form, tools like Formswrite.com make the process faster and easier — even though full PDF-to-Form conversion is coming soon to the platform.
In this guide, we’ll show you how to convert your PDF content into a Google Form step-by-step, using a semi-automated workflow.
Step-by-Step: Convert PDF to Google Form
Step 1: Extract Text from the PDF Start by copying the text from your PDF. If your PDF is not selectable (e.g., it's an image), use a free OCR (Optical Character Recognition) tool like OnlineOCR or Google Drive’s OCR feature:
Upload the PDF to Google Drive
Right-click > "Open with" > "Google Docs"
Copy the extracted text
Step 2: Structure Your Questions Open a Google Doc and organize your content as if it were a form:
Separate each question with a line break
Add answer choices (if any) underneath each question
Label multiple-choice or short-answer types if needed
Step 3: Use Formswrite.com to Start Building Head over to Formswrite.com
Paste the structured content into Formswrite’s interface
Although PDF-to-Google Form conversion is still in development, you can paste your quiz or survey text from a Google Doc and let Formswrite turn it into a fully formatted Google Form
Step 4: Review and Customize in Google Forms Once your form is created through Formswrite, you’ll be redirected to your Google Form. From there:
Edit question types (MCQ, dropdowns, etc.)
Add descriptions, images, or sections
Turn on quiz mode if applicable (Settings > Quizzes)
Step 5: Share Your Form Once complete:
Click the Send button in the top right
Choose to share via link, email, or embed in a website
