## How to Make a Table of Specifications

Write each topic of the quarter and the number of hours or days you spent on it. Set the total number of items, keep the DepEd 60-30-10 split or switch to Bloom's six levels, and choose the test types with their item counts. The generator divides the items by time spent, splits each topic by level, and numbers the items in test order, so every cell of the TOS lists the exact item numbers that cover it.

## Worked Example: 50 Items, Five Topics

A Science 7 teacher spent 20 hours on five topics: 4, 6, 5, 3 and 2 hours. A 50-item test gives them 10, 15, 13, 7 and 5 items (12.5 rounds to 13 because it has the largest remainder). The 60-30-10 split makes 30 easy, 15 average and 5 difficult items. With 30 multiple choice, 10 true or false, 5 identification and 5 essay items, the essay part takes the five difficult items and the other tests share the easy and average ones.

## From the TOS to the Exam and Answer Key

The TOS is the plan; the exam still has to be written. Formswrite can write it from your own lesson file: upload the PDF or Word lesson, keep this TOS, and get the printable exam, the answer key and the TOS in Word, with item numbers that match. For a board style paper with marks per section, the [question paper generator](/tools/question-paper-generator) fits better, and the [bubble sheet generator](/tools/bubble-sheet-generator) prints the answer sheet for the multiple choice part.

## Frequently Asked Questions

What is a Table of Specifications (TOS)?

A Table of Specifications is the blueprint of a test. It lists the topics taught, the time spent on each, how many items each topic gets and at which cognitive level, and where each item sits in the test. It keeps a periodical exam fair: topics you spent more time on get more items, and the test covers easy, average and difficult questions in the planned proportion.

What is the DepEd 60-30-10 rule?

DepEd Order No. 8, s. 2015 asks that classroom tests follow 60% easy, 30% average and 10% difficult items. Easy covers remembering and understanding, average covers applying and analyzing, and difficult covers evaluating and creating. In a 50-item test that is 30 easy, 15 average and 5 difficult items.

How are the items allocated to each topic?

Each topic gets total items × its hours ÷ total hours. Fractions are rounded with the largest remainder method, so the topics always add up to the total. With 50 items and a topic taught 6 of 20 hours, the topic gets 15 items. The level columns are split the same way, then each topic × level cell is rounded so every row and every column keeps its total.

How are item numbers placed?

Tests follow the order of your test types (Test I, Test II and so on). Essay items take the highest levels first, true or false and identification take the lower levels, and multiple choice takes the rest. Each TOS cell then lists the item numbers it covers, such as "1-4, 21", so a checker can trace every item to its topic and level.

Can I use Bloom's taxonomy instead of 60-30-10?

Yes. Switch the split to Bloom's six levels and set a percentage for remembering, understanding, applying, analyzing, evaluating and creating. If the percentages do not add up to 100, they are scaled so they do.

Is the TOS generator free?

Yes. The table and the Word download are free and need no account. With a free Formswrite account you can also generate the exam itself and its answer key from your lesson file, numbered to match this TOS.

## Generate the exam and answer key from your lesson

Upload your lesson as a PDF or Word file. Formswrite writes the items this TOS asks for, from your own material, and gives you the exam, the answer key and the TOS in Word, numbered to match.
