# Excel to Google Form Not Working: 7 Fixes

In short

If your Excel file turned into an empty form, a form with missing questions, or a form with no correct answers, the cause is almost always in the spreadsheet rather than the converter.

## 1\. The questions are not on the first sheet

Only the first sheet of a workbook is converted. If your quiz sits on the second or third tab, the converter will read whatever is on the first tab, which might be a cover page or instructions. Drag the quiz tab to the front, or copy it to a new workbook, and upload again. If you keep one quiz per tab on purpose, see how to turn a [workbook with multiple sheets into separate forms](/blog/excel-workbook-multiple-sheets-to-google-forms).

## 2\. The header row is missing or buried

The converter reads the structure of the sheet, starting with the column headers. A title banner above the headers, or a blank first row, makes the structure harder to read. Put the headers in row 1 and the first question in row 2. The [question bank template](/blog/excel-question-bank-template-google-forms) shows a layout that works.

## 3\. Merged cells are confusing the layout

Merged cells that span a whole row are read as section titles, and the cells below are treated as questions in that section. That is helpful when you meant it, and confusing when merging was only decoration. Unmerge any cell that does not hold a section title, and check the preview for flagged regions, because complex merged areas are marked for review.

## 4\. The answer does not match any option

If the form has questions but no correct answers, compare the answer column with the options. An answer of "C" needs a third option. An answer of "Paris" needs an option spelled exactly "Paris". A trailing space or a different capital letter is enough to break the match. Retype the answer by copying the option cell.

## 5\. Options are in the wrong place

The converter maps a question row with option columns to a multiple choice field. If your options are listed down a column under the question, in the style of a printed test, the converter has no way to know that rows 3 to 6 belong to the question in row 2. Rearrange so each question and its options share a row. A Word or PDF test can go through the [PDF to Google Form converter](/convert/pdf-to-google-form) instead.

## 6\. A formula shows the wrong value

Formula cells are read as their current calculated value. If a question or option is built with a formula, such as joining a number and a unit, make sure the sheet has been recalculated and saved before you upload. If a cell shows an error such as a missing reference, fix it first and check the preview. Replace the formula with its value: copy the cells, then paste as values only.

## 7\. The file was saved as CSV first

Saving to CSV can strip data validation dropdowns and merged cell context, so a sheet that was fine as .xlsx can lose structure. Upload the original .xlsx. If you need CSV, check the preview carefully. Our guide on [XLSX or CSV for quiz import](/blog/xlsx-or-csv-for-google-forms-import) lists what each format keeps.

## A short diagnostic

| Symptom | Most likely cause | Fix |
| --- | --- | --- |
| Form is empty or has wrong questions | Quiz is not on the first sheet | Move the tab to the front |
| Questions but no options | Options listed down a column | Put options in the same row |
| Options but no correct answers | Answer text does not match an option | Copy the option into the answer cell |
| Odd section titles | Merged cells | Unmerge decorative merges |
| Dropdown became plain text | Saved as CSV | Upload the .xlsx |
| Pictures missing | Charts and images are skipped | Add images in Google Forms |

Pictures and charts are never carried over, since only text cells are read. Add images to questions in Google Forms after the export.

## Still stuck

Try a test file with three rows: one multiple choice question with four options and an answer, one true or false, and one open question. If that converts correctly, add rows from your real file until the problem appears. The row that breaks it usually shows the cause. For a quick look at the whole flow, the main [Excel to Google Form converter](/convert/excel-to-google-form) page lists exactly which spreadsheet elements survive.

Uploading and previewing is free, and the Formswrite form is the free output. Exporting to Google Forms is on a paid plan, so you can test your fixes without paying.

## FAQ

Why is my converted Google Form empty?

The most likely reason is that the quiz is not on the first sheet of the workbook. Only the first sheet is converted, so move the quiz tab to the front and upload again.

Why are the correct answers missing from my form?

The answer column probably does not match the options. Make sure each answer is spelled exactly like one option, or is the letter of an existing option.

Do images in my Excel file transfer?

No. Charts and embedded images are skipped because the converter reads text cells only. Add pictures to your questions in Google Forms after exporting.

Can I fix the form after exporting instead of the file?

Yes, the exported form is a normal Google Form that you can edit. For a large quiz it is usually quicker to fix the pattern in the spreadsheet once than to correct every question by hand.

Does a password protected workbook convert?

Remove the password first. A converter cannot read a locked file, so save an unprotected copy of the workbook and upload that.
