# Certification Test Maker: Build an Exam With a Pass Mark

In short

To build a certification test, write an exam blueprint that says which topics are covered and how heavily, create a question bank larger than the exam needs, give each question a point value, decide the pass mark before anyone sits the test, and deliver it as a self-grading form or in your learning platform.

It is written for corporate trainers and program managers who run internal or partner certifications.

## What a certification test needs that a quiz does not

A quiz helps people learn. A certification test makes a decision about them: certified or not yet. That raises the standard in four ways.

- **Coverage.** The test has to represent the whole body of knowledge, not just what you remembered to ask.
- **Consistency.** Two people who know the same amount should get the same result.
- **Security.** Questions should not be easy to copy and pass around.
- **Defensibility.** You should be able to explain why someone passed or failed.

## Step 1: write the exam blueprint

A blueprint is a table of topics and the share of the exam each one gets. Here is an example for a product certification:

| Topic | Share of the exam | Questions on a 40-question exam |
| --- | --- | --- |
| Product features | 30% | 12 |
| Setup and configuration | 25% | 10 |
| Troubleshooting | 25% | 10 |
| Policies and best practice | 20% | 8 |

Base the shares on how important each area is in real work, and share the blueprint with candidates so they know what to study.

## Step 2: build a question bank

Write about two to three times the number of questions you need, then draw a random set per candidate. A bank of 100 questions for a 40-question exam makes sharing answers much less useful.

Good certification questions:

- Test application, not recall of a definition.
- Have one clearly best answer and plausible wrong ones.
- Avoid "all of the above" and negative wording such as "which is NOT".
- Are tagged by topic and difficulty so each random set follows the blueprint.

You can speed up the first draft by uploading your training material or manual to the [AI quiz generator](/tools/quiz-generator) or the [multiple choice test generator](/tools/multiple-choice-test-generator), then editing hard. Every question must be checked by someone who is expert in the topic.

## Step 3: set points and the pass mark

Give each question one point unless you have a reason for more. Set the pass mark before the first attempt, using a method you can explain. Two common approaches:

1. **Judgement by experts.** A small panel reviews each question and estimates the share of minimally competent candidates who would answer it correctly. The average gives a pass mark.
2. **A fixed percentage.** A fixed figure such as 70 or 80 percent is simple. This is simple but arbitrary, so pilot the test and check it makes sense.

Whichever you pick, write it down. Google Forms shows each person's score on submission, and the pass or fail decision is made by comparing it with your mark.

## Step 4: deliver the test

For a small program, a Google Form in quiz mode is enough. It grades choice questions automatically, can limit responses to one per person and can show or hide correct answers. Our guide on [making an exam in Google Forms](/blog/how-to-make-an-exam-in-google-forms) covers those settings, and the [Google Form quiz maker](/tools/google-form-quiz-generator) builds the form from your questions. If a timer matters, see [adding a timer to a Google Form quiz](/blog/can-we-add-timer-in-google-form-quiz).

For a larger program, export the question bank to your learning platform. Formswrite supports more than 20 formats, including Canvas, Moodle, Blackboard and Brightspace, and QTI, GIFT and Aiken.

Short-answer or essay questions need human grading. The [AI grader for Google Forms](/tools/ai-grader-for-google-forms) can help review them, but a person should make the final call on a certification decision.

## Step 5: pilot, review and maintain

1. Pilot with 10 to 20 people who are already competent.
2. Check which questions nearly everyone got right or wrong, and which strong candidates missed.
3. Remove or rewrite flawed questions.
4. Set a retake policy, for example a waiting period and a limit on attempts.
5. Review the bank every 6 to 12 months, and retire questions that are out of date or have leaked.

## Issuing the result

Decide what a pass produces: a confirmation email, a certificate file, a badge or an entry in a directory. Keep a record of the date, score and exam version for each person. Legal and industry rules on formal professional certification vary, so check them if your certificate has regulatory meaning.

## Build it in Formswrite, step by step

This is the path for a program manager or trainer starting from your training manual or question draft.

1. Open the [AI quiz generator](/tools/quiz-generator) and upload your training manual or question draft. It accepts a PDF, a Word file or a Google Doc, or you can type a topic instead.
2. Choose the question types you want, such as multiple choice, true or false and short answer, and generate the quiz. It comes with an answer key.
3. Read every question. Fix wording, delete anything your source does not state and check each marked answer.
4. Edit the answer key until every question has exactly one clearly correct answer.
5. Share the quiz link, or export it to Google Forms or your learning platform. Exports are part of the paid plans, and the free plan lets you create 5 Formswrite Forms a month.

## FAQ

What pass mark should I use?

There is no universal figure. A fixed percentage is simple, but a better approach is to have experts judge how a minimally competent person would score, then pilot the test before fixing the mark.

How do I stop people sharing answers?

Use a large question bank, draw a random set per person, shuffle the answer options, limit attempts and refresh the bank regularly. No single method is perfect.

Can I make a certification test in Google Forms?

Yes. Quiz mode grades choice questions automatically and shows the score. For a bigger program with detailed records you may prefer a learning platform, which you can export the questions to.

How long should the exam be?

Match it to the blueprint. More questions give a more reliable result, so for high stakes cover every topic in the blueprint and time a pilot to set the limit.
